In accordance with the Local Government (Departments of District Assemblies) (Commencement) Instrument, 2009 (L. I. 1961), the functions of the Central Administration Department is as follows:

  • To serve as the Secretariat of the District Assembly and shall be responsible for the provision of support services, effective and efficient general administration and organization of the District Assembly.
  • To manage all sections of the Assembly including:
      1. Estates
      2. Transport
      3. Logistics and Procurement
      4. Accounts
      5. Stores and
      6. Security
  • The Department shall also coordinate the
      1. General administrative functions
      2. Development planning and management functions
      3. Budgeting and Rating functions and
      4. Statistics and information services generally

The services that the department renders to the public are as follows:


  • Marriage Registration and Celebration
  • Scholarship for needy students
  • Register complaints through the Clients Service Unit to the Public Relations & Complaint Committee (PRCC).
  • Coordinate the Ghana School Feeding Programme (GSFP) in Wassa Amenfi West Municipal Assembly.
  • Coordinate health related and HIV/AIDS sensitizations.
  • Facilitates Security issues in the Municipality through the Municipal Security Committee.

Development Planning


To lead in strategic planning and implementation of public policies and programmes to achieve sustainable economic growth and development.


  1. Initiate and prepare district development plans and settlement  structure plans in the manner prescribed by the Commission,
  2. Ensure that the district development plans and the settlement structure plans  are  prepared with the full participation of the local community;
  3. carry out studies on
    a) development planning matters in the district that include studies on economic, social, spatial, environmental, sectoral and human settlement issues and policies; and
    b) the mobilisation of human and physical resources for development in the district;
  4. Initiate and co-ordinate the process to plan, programme, budget and implement a district development plan, programme or project;
  5. Integrate and ensure that sector and spatial policies, plans, programmes and projects of the district are compatible with each other and with national development objectives issued by the Commission;
  6. Synthesise the policy proposals on development planning in the district into a comprehensive framework for the economic, social and spatial development of the district including human settlements and ensure that the policy proposals and projects are in conformity with the principles of sound environmental management;
  7. Monitor and evaluate the development policies, programmes and projects in the district; and
  8. Provide the Commission with the data and information that the Commission may require.


  1. Supervises the preparation of annual reports and Development Action Plans and Medium Term Development Plans;
  2. Acts as Secretary to the Development Planning Coordinating Unit;
  3. Plans and promotes development policies that can facilitate public service delivery and effective implementation of economic development projects;
  4. Responsible for the efficient administration of departmental resources and supervision of staff;
  5. Ensure the development of capabilities, skills and knowledge of staff;


Procurement & Logistics

The unit provides strategic direction for the achievement of the overall objective of the procurement function in the Service.

The unit plans and coordinates activities related to procurement, manages the development and implementation of the procurement plan, provides inputs for the preparation of the annual budget and liaises with service providers and other stakeholders to undertake procurement activities.

It is also the responsibility of the Unit to ensure that the procurement activities are in harmony with the Public Procurement Act, 2003 (Act 663), supervise stores management and assets disposal as well as the Preparation and submission of Annual and Periodic Reports to the Public Procurement Authority

The unit provides strategic direction for the achievement of the overall objective of the procurement function in the Service.


Internal Audit

Internal Audit is an “independent, objective assurance and consulting activity designed to add value and improve an organization’s operations. It helps an organization accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes”


The main objective of the internal audit unit of  Wassa Amenfi West Municipal Assembly is to add value to the assembly’s operation as well as to internal control systems.

Other objectives include:

  • Ensuring the safety of the Assembly’s assets and interest from all kinds of losses, including those arising from fraud, irregularities, error and/or corruption.
  • Collaborate with other departments/units of the Assembly to achieve the vision and mission of the Assembly.
  • Advise and encourage management to develop a robust corporate risk management and internal control system for the operations of the Assembly.



Management Information Systems

The unit provides leadership in the development and the application of IT/IM standards and quality assurance system in relation to the implementation, development and the deployment of IT/IM systems and resources.

It also advises on the provision and maintenance of computers and other office accessories. The unit also contributes to addressing IT/IM problems and issues and provides leadership in the design and implementation of security measures to protect the IT/IM installations, infrastructure and systems.


Budget and Rating Unit

The role of the Budget and Rating Department is to provide technical leadership in the preparation and management of the budget in the Assembly.

It advises the Assembly on cost implications and financial decisions. It coordinates the preparation, monitoring and implementation of assembly’s composite budgets, participates in the preparation of procurement plan and leads in the preparation of fee-fixing resolutions.




To manage the Transport Unit in the Service.


  1. They are responsible for the formulation and implementation of transport policies,
  2. They advise management of the Assembly on the purchase of new vehicles and spare parts.
  3. The unit also regulates and ensures the effective and efficient utilization of all official vehicles.
  4. They ensure adequate utilization of financial resources, renewal of roadworthy and insurance certificates, fueling and the maintenance of all vehicles in the Assembly.


To ensure that Assembly vehicles are available and in good conditions to convey persons and goods from one point to the other.
